US-China Tariff Relief List: What Plastics Buyers Should Know

The US-China tariff relief list is published but not yet in force. Washington and Beijing released matching $30 billion product lists on September 28. The US side covers 77 Chinese goods with a recommended path back to MFN duty. The Chinese side covers 1,619 US goods. Plastic tableware and toys sit on the US side. No effective date exists, nothing has changed at the border, and molds under HS 8480 are not on the list at all. The practical move now is to model landed-cost scenarios and keep tariff language in your quotes.

Plastic Goods on the US-China Tariff Relief List

Three plastics HTSUS lines made the US list, and all three cover finished consumer goods.

HTSUS Description on the published list
3924.10.20 Plates, cups, saucers, soup bowls, cereal bowls, sugar bowls, creamers, gravy boats, serving dishes and platters, of plastics
3924.10.40 Tableware and kitchenware articles, nesoi, of plastics
3926.90.35 Beads, bugles and spangles, not strung or set; articles thereof, nesoi, of plastics

The rest of the US side is consumer goods: toys and dolls, small appliances, holiday decorations, and home textiles. Universal Cargo’s full line-by-line breakdown reproduces the 77 import lines from the White House’s published US list (PDF).

Both lists use 2024 trade values: about $30 billion each way. The two governments call the exercise “30-for-30,” run through the new U.S.-China Board of Trade.

If you import molded plastic tableware from China, these three HTSUS lines are the ones to watch.

What Didn’t Make the List: Molds and Machines

Molds classify under HTSUS 8480, and 8480 appears nowhere in the 77 published lines.

The list reads like a consumer catalog, not an industrial one. Chinese injection molds still carry a 25 percent Section 301 additional duty. That sits on top of the 3.1 percent MFN rate, as CBP confirmed in ruling NY N321796. See USTR’s Section 301 tariff-actions page for the current additional-duty structure.

Injection molding machines are absent too, and so are chips, EVs, and batteries. Steel and aluminum tariffs remain in force regardless of this framework.

Published Does Not Mean Effective Yet

No published list lowers a duty by itself; only a legal instrument with an effective date does.

Both governments still have to run the cuts through their own domestic legal procedures. Beijing said the two sides would move simultaneously once those procedures finish. As of October 9, no effective date has been announced on either side.

Treat the list as a signal, not a rate. Quotes that price in relief before an effective date exists are pricing in hope.

Trade press reported USTR Greer saying relief is unlikely to land before the holiday season. The bilateral tariff truce has been extended to January 10, 2027, which sets the political window. Until the notice drops, the only rate that matters is the one your broker pays today.

What the Relief Would Look Like When It Lands

Beijing says more than 90 percent of covered products would return to MFN rates, which are usually single digits.

In practice, the country-specific extra duties would fall away on listed lines. Those Section 301 add-ons previously ranged from 7.5 to 25 percent. MFN rates are the standard WTO rates applied to all member countries.

That gap, extra duty versus low-single-digit MFN, can be the entire margin on a tableware order. Our injection molding cost sheet shows how tooling amortizes into piece price; duty swings land on top of that math.

Molds vs. Molded Parts: Two Different Buyers

If you buy the tool, this list changes nothing; if you buy what comes out of the tool, it might.

Mold buyers keep the status quo: 8480 stays outside the relief, and Section 301 duties still apply at entry. We build molds for export buyers every week. Our guide to purchasing injection moulds from Chinese suppliers explains how we quote tooling under current duty rules.

Molded-part buyers get the upside. Tableware, toys, and small appliances from China could land cheaper once the cuts take effect.

One related lane to watch is transshipment. Since July, Washington has added 10 to 12.5 percent on certain goods rerouted through Vietnam, Thailand, and Malaysia. Until this list takes effect, shipping direct from China keeps the cleaner tariff story.

How to Quote and Contract While the List Sits in Limbo

Write every quote in two numbers: today’s landed cost, and the landed cost if relief lands.

Put a tariff clause in the PO that names the HTSUS line and says who absorbs a rate change. Ask your broker to confirm the classification now, not when the vessel sails. Do not promise end-customer pricing off relief that has no effective date.

The Board of Trade mechanism is built to keep going, so later rounds could add or widen product lines.

Model the Scenarios Before You Reprice

A mold quote means little until duty, freight, and broker fees sit inside the same number.

The landed-cost estimator below does exactly that. Enter your ex-works price, freight, and duty rate, then compare today’s rate against the MFN scenario.

Run the numbers before you renegotiate anything; hope is not a line item.

What to Watch Next

The next real event is not another headline; it is a Federal Register notice carrying an effective date.

Watch USTR notices for the US implementation schedule and MOFCOM for the simultaneous Chinese move. Separately, CBP launched Phase 3 of its IEEPA tariff refund process on October 6. That channel only covers importers with pending refund litigation at the Court of International Trade. If that is you, talk to your broker this week; everyone else waits on the appeal.
